Not in or on the sea itself but it is on a well-known body of water in a Mediterranean country.
This is Peschiera del Garda by the Lake Garda. "Well-known body of water" tipped me off and knowing that the northern part of the lake is very mountainous, I looked in the southern end and this was essentially the first thing I zoomed in on Google Maps. I was not familiar with the location previously.

It is indeed a central square or marketplace that more or less marks the center of the city. It's name Narinkkatori originates from a Russian expression for "on the marketplace" and a Swedish word for marketplace, essentially meaning On the Marketplace Marketplace. It is not used as a marketplace much but rather for events such as the street hockey tournament in the picture.
The wooden cone in the center of the image is a chapel, and the white little hills and the tower towards the left side of the image are the roof of an underground art gallery.

In despite of the name of the competition and possible earlier rules definitions, in practice this competition has been about finding the exact spot in recent times. You can make guesses and see if you are on the right track, of course. But we have made some pretty impressive exact geographical pinpointings here. Like a single abandoned boat on a shoreline. It is quite fun actually, albeit not very easy.
